As Minnesota’s legislative session wraps up its work, issues around the federal budget will be heating up. In late May, President Trump is expected to release his full budget proposal, with Congress laying out their budget outline shortly afterwards.

Federal funding is a critical revenue source for many nonprofits and state services, and federal decisions about safety net programs and tax policy will have a profound impact on our communities as well. It’s important that Minnesota nonprofits understand the federal decision-making process and identify good opportunities to engage on the federal level because legislative proposals and administrative actions at the federal level warn of significant changes that may affect every part of Minnesota’s nonprofit sector.

Join Minnesota Budget Project, Minnesota Council of Nonprofits and the Center for Budget and Policy Priorities policy staff to learn more about the federal budget process, the President’s budget, and how your organization can get engaged. Come with questions and get ready to dive into all things federal budget!

About the Presenters

Rebecca LuceroRebecca Lucero, public policy director at the Minnesota Council of Nonprofits, is responsible for developing and implementing the organization’s advocacy agenda locally and nationally, educate Minnesota nonprofits on key policy issues, lobby on behalf of Minnesota’s nonprofit sector and train nonprofit professionals on a wide array of advocacy issues and skills.

Prior to joining MCN, Rebecca served as policy and advocacy manager for Twin Cities Habitat for Humanity, where she helped pass $100 million bonding in the Homes for All campaign. Rebecca has also worked as senior community representative in the Minnesota office of Representative Keith Ellison, an unemployment law judge with the Minnesota Department of Employment and Economic Development, and an attorney in private practice with a small firm and with Legal Aid Society of Minneapolis. She has a law degree from the University of Minnesota and a B.A. in Political Science from Grinnell College.

Nan MaddenNan Madden has been the director of the Minnesota Budget Project since 1999. The Minnesota Budget Project is an initiative of the Minnesota Council of Nonprofits that provides independent research, analysis, and advocacy on budget and tax issues, emphasizing their impact on low- and moderate-income persons and the organizations that serve them. Nan has authored numerous publications on fiscal issues as well as economic self-sufficiency. In 2006, Nan was named by the Minneapolis St. Paul Business Journal as one of its Forty Under 40 honorees.

Louisa WarrenLouisa Warren is deputy director of state strategies and engagement at the Center on Budget and Policy Priorities. In this role she works with state nonprofit organizations around the country to engage in federal debates around issues affecting low-income people, including healthcare, SNAP and the federal budget as a whole.

Louisa joined the Center in 2012 to advise state organizations on issue campaign strategy related to state fiscal policy choices and a host of safety net issues. She brought a decade of experience with moving policy to improve the lives of low- and moderate-income families at the state level. Before joining the Center, she was a senior policy advocate for five years at the North Carolina Justice Center working on tax and budget issues within the Budget and Tax Center (a State Priorities Partnership member) as well as work on income supports, workplace standards and prisoner re-entry. Prior to that, she was the director of the North Carolina Coalition for Lobbying Reform, a successful bipartisan effort to strengthen the state’s lobbying and ethics laws. Louisa also worked on communications and event planning at El Pueblo, a Latino advocacy organization in North Carolina. She maintains close ties to the North Carolina advocacy community and has served on a number of Boards. She graduated Phi Beta Kappa with a B.A. from Grinnell College.
